The Man Who Rewrote Medicare Law: Meet Bill Dombi

William "Bill" Dombi is one of the most influential legal and policy leaders in the history of home-based care. Over a career spanning nearly five decades, Bill has helped shape virtually every major federal law, regulation, and legal milestone affecting the home health and hospice community. He served as President and CEO of the National Association for Home Care & Hospice (NAHC) from 2018 until its merger with the National Hospice and Palliative Care Organization, forming the National Alliance for Care at Home. Prior to leading the organization, he spent decades as NAHC's Vice President for Law, serving as the industry's leading chief counsel, strategist, and advocate in Washington, D.C.

Bill's impact reaches back to the earliest days of Medicare home health and hospice. He served as lead counsel in Duggan v. Bowen, the landmark lawsuit that rewrote the entire set of Medicare standards for home health coverage, expanding access to patients with chronic illnesses. He also helped shape the creation of the Medicare Hospice Benefit in 1983 and contributed to the development of the home health prospective payment system. Over more than 40 years, he has represented providers and patients before Congress, CMS, federal agencies, and the courts, championing access to care at home through some of the industry's most consequential policy fights.

Following his retirement from NAHC, Bill joined Arnall Golden Gregory LLP as senior counsel, continuing to practice law on behalf of individuals and organizations in home-based care. He also serves on the board of advisors for New Day Healthcare, is co-chairman of the Research Institute for Home Care, and sits on the boards of the Foundation for Hospice and Home Care of the Carolinas and Independence Allies for Independence. Known for his integrity, intellect, and unwavering commitment to protecting access to care at home, Bill Dombi remains one of the defining voices in the home-based care industry.
